Your Wondering why the Parish Magazine is shown on this website well the Editor/Advertiser is now on the Parish Council. Which means they have to take care in how they act in Public life under a strict code of conduct and the Nolan Principals. Put simply it means they have to not just take care in how they act as a Councillor but also in their daily lives within the community. In this case how the magazine is run.
Cllr John Hellens is the Editor of the magazine which in theory means he should take full responsibility for what is printed in the publication. Well from the very limited disclaimer apparently not.
Cllr Hellens put him self forward as a mediator over the project, unfortunately due to his close association with the Hall it meant he couldn’t. The association is via his links with Elizabeth Davies and Mike Tooley just to name two. There was also the association with a previous HPC Chair R. Whittaker (please see below)

Mike Tooley the creator of Hartlebury Facts The Magazine, Parish Hall website.
He was also a member of the Hartlebury Parish Council 2018 to April 2019 again during that project.

Cllr Hellens did add a very inadequate policy following an article which he allowed to be publish in 2019 by the then Editor and Chair of the Parish Council. 4/ Damage to the plaintiff.
In the context of defamation law, a statement is "published" when it is made to the third party. That term does not mean that the statement has to be in print.
